GENERAL STATEMENT:

Under general direction, this position develops, plans, and implements engineering programs, capital improvement projects, project delivery, and other engineering work that includes designing, planning, and overseeing work in support of construction, maintenance, alteration of structures, facilities, processes, equipment, and systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Identify, evaluate, and provide improvement recommendations with preliminary and final designs and designs criteria for assigned programs or projects.
  • Assists in the preparation of preliminary and long-range plans, schedules, estimates, budgets, detailed final plans, specifications, special conditions, and agreements.
  • Assists in the preparation, presentation, and monitoring of the departmental budget.
  • Develop cost estimates and track expenditures, prepare cost estimates, engineering and feasibility reports, and studies for projects. Prepares and/or assists with preliminary contract documents, specifications, and plans.
  • Prepares final plans, specifications, special conditions and agreements, and coordinates and oversees the work of contractors, affected public agencies, and utilities. Drafts technical specifications for construction contracts.
  • Develop, analyze, and provide a recommendation of engineering reports for a variety of audiences.
  • Inspect and monitor projects for legal compliance by reviewing work completed by contractors and ensuring compliance to specifications.
  • Develop standard operating procedures, safety programs, policies, and ordinances by researching, reviewing, analyzing, and updating standardized policies and practices.
  • Develop and monitor performance criteria for various contracts and/or projects. May provide analysis and recommendations of the performance of various personnel assigned by contract or projects.
  • Investigates and resolves citizen inquiries and complaints.
  • Represents the department at City Council meetings, citizen groups, and board and commission meetings.
  • Assist the City Engineer in administration and management of division activities.
  • Assist the City Engineer in managing, supervising, and providing direction and guidance to staff on division activities including assigning work projects, prioritization of work assigned by others, reviewing work, approving time sheets, and completing performance reviews.
  • Performs all other duties as assigned by the City Engineer, City Manager, and/or Assistant City Manager.

Requirements

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of:
    • Principles and practices of civil and structural engineering.
    • Pertinent Federal, State, and Local laws, codes, and regulations including civil engineering laws and regulations.
    • Fiscal planning and budget preparation; city practices, policies, and procedures.
    • Technical aspects of operations and maintenance.
    • Supervisory and managerial techniques and principles.
    • Terminology, methods, practices, and techniques used in technical civil engineering report and project estimate preparation.
  • Skill in:
    • Oral and written communications.
    • Managing multiple programs, projects, and tasks.
    • Operating computers and related software programs.
    • Negotiations and conflict resolution techniques.
    • Developing, reviewing, monitoring, and evaluating contracts for services and/or materials.
  • Ability to:
    • Quickly recognize and analyze irregular events.
    • Establish and maintain excellent communication and working relationships with city personnel, city council, and the public.
    • Organize, analyze, interpret, and evaluate engineering problems and provide practical, cost-effective solutions.
    • Use graphic instructions, such as schematic drawings, maps, layouts, or other visual aids.



QUALIFICATIONS, EXPERIENCE, AND/OR CERTIFICATION REQUIREMENTS:

  • Graduation with a bachelor's degree from an accredited four-year college or university with major coursework in Engineering, or a directly related field; and
  • Minimum of six (6) years of professional-level supervisory/management experience in Engineering, Project Management, or a related field.
  • OR graduation with a master's degree from an accredited four-year college or university with major coursework in Engineering, or a directly related field is highly preferred and four (4) years' experience will be considered.
  • Or an equivalent combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations.
  • State of Texas Professional Engineer License is required.
  • Must have or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle's vehicle insurance provider.

PHYSICAL DEMANDS & WORKING CONDITIONS:

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed mostly in office settings. The noise level in the work environment is usually quiet to moderate. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.

Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations using various modes of private and commercialtransportations, and to verbally communicate to exchange information. Specific vision abilities required for this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.
