Description

Position Summary

Under administrative direction, the City Engineer is responsible for the management of the City engineering functions to include the planning, directing, and coordinating of the professional engineering and administrative activities associated with the infrastructure of the City of Farmers Branch in the Department of Public Works.

Essential Job Functions

Manages all engineering functions; responsible for the planning, design, and construction of all City projects including streets, water mains, bridges, drainage structures, buildings, traffic improvements, and sanitary sewers.

Responsible for reviewing development projects including plats, site plans, and engineering plans and establishes standards for approval; responsible for investigating citizen complaints and issuing work orders to resolve the problems; responsible for providing engineering, architectural, and landscape architectural services to all City departments; and responsible for all engineering activities in regard to public right-of-ways.

Attends and participates in conferences and meetings of department heads and the City Council as required. Consults with contractors, engineers, manufacturing representatives, and others in carrying out various public works objectives and programs.   Prepares engineering reports and recommendations. Develops and maintains traffic engineering operations for City streets and highways. Checks site plans for adequacy of easements, storm drainage facilities, traffic flow, and parking. Checks construction plans for site development, buildings, and subdivisions to ensure the design meets all applicable codes and regulations. Performs other related work as required. Responsible for regular attendance and arriving to work on time. Responsible for the review and operations of all flood plains within the City as flood plain administrator.

Performs all other duties as required or assigned.

Knowledge, Skills and Abilities

Extensive knowledge of, and ability to apply, the principles and practices of organizational management, and personnel and financial administration in the design and implementation of engineering projects.

Thorough knowledge of engineering as applied to the methods and practices essential to storm drainage management, sidewalk and street construction, environmental permitting, water and sewage operations facilities, transportation planning, and traffic operations.

Ability to develop long-term plans and programs and to make sound decisions on matters of operational policy and administrative problems.

Ability to meet and deal tactfully with the general public and to communicate effectively and clearly, both orally or in writing.

Ability to establish and maintain effective working relationships with other employees, City officials, and the general public.

Ability to communicate in a clear, effective, and concise manner both orally and in writing.

Ability to design and/or supervise the design of public works projects.

Ability to prepare technical reports, estimates, construction, and cost records.

Skilled in the use of automated office equipment such as PCs.



Requirements

Education and Experience

Bachelor’s Degree in Civil Engineering from an ABET accredited college or university, is required.

7 years experience in supervising, designing, planning, and directing engineering projects related to municipal public works including 3 years supervisory experience or any equivalent combination of training and experience.

Licenses and Certificates:

Valid driver’s license and ability to maintain while employed is required.

Texas Board of Professional Engineers Professional Engineer license, required, with specialization in the field of civil engineering preferred.

Certified Floodplain Manager (CFM) or the ability to obtain within 6 months of employment is required.

Work Environment:
Works primarily in climate controlled office environment with occasional exposure to weather conditions. Physical demands are primarily sedentary requiring little physical effort in working with light (up to 20 lbs) easy to handle materials. Requires sitting, standing, walking, reaching, bending.
